Project Labor Agreement

In March of 2007, the SFPUC entered into a Project Labor Agreement (PLA) with the building and construction trades unions to cover the SFPUC’s Water System Improvement Program (WSIP). In 2008, the Commission approved Addendum No. 1 of the Agreement, which extended the Agreement to the Advanced Meter Infrastructure project. 

In 2016, the Commission approved an Extension Agreement to the Sewer System Improvement Program (SSIP) projects and the AWSS Pumping Station 2 project.

In 2019, the Commission approved the Second Addendum to the PLA which extended the Agreement to seven additional projects, updated provisions of the PLA to be consistent with terms in the Extension Agreement, and authorized the General Manager, with the approval of the Joint Administrative Committee (JAC), to add additional projects to the PLA without requiring Commission approval or formal amendment of the Agreement. The seven projects are: the Harding Park Recycled Water Project, Bay Corridor Transmission and Distribution Project, Sunol Long Term Improvements Watershed Center Project, Auxiliary Water Supply System Pipeline Improvements Projects, Southeast Community Center Project at 1550 Evans, Treasure Island Wastewater Treatment Plant Project, and Mountain Tunnel Improvement Project.

Pursuant to the process detailed in the Second Addendum approved by the Commission, the JAC has added the Water Enterprise Capital Improvement Program (WECIP), including AWSS; (2) the Hetch Hetchy Capital Improvement Program (HCIP); and (3) the Wastewater Enterprise Capital Program (WWECIP). Appendix A-1 has been updated to reflect all of the projects covered by the PLA.

From job preparation to construction pre-apprenticeship trainings, it is important to help provide opportunities to local workers as we continue to implement necessary upgrades to our water, power, and sewer systems.

    Working with CityBuild Academy, the building and construction trades Unions, and local community-based service providers throughout San Francisco, the SFPUC is committed to providing career opportunities to our residents on all of our capital projects. In this video, we invite you to hear from Al, Jewelia, and David whose success is inspiring others to explore this exciting field.

    The SFPUC works to empower residents through educational opportunities such as job trainings, certifications programs, and pre-apprenticeships. Marvin shares his inspiring story of success.

    The SFPUC strives to include - and value - women at every level of SFPUC construction projects. Recognizing the barriers women face, the SFPUC is pleased to have been a small part in helping women such as Deja launch their exciting new careers in the construction industry.

    This short video highlights the Laborers' pre-apprenticeship training intensive for construction fundamentals. Also featured are Latio, Dimetri, and Roland, three local residents who share with us how the SFPUC's job training and referral process have helped them launch exciting new careers in the trades.

    The SFPUC is getting underway on an historic new facility and treatment plant in the City’s southeast sector. Take a sneak peek at the innovative new technology being installed, along with a host of brand new features the SFPUC, in close collaboration with our valued community and neighborhood residents, has envisioned for the largest and most important wastewater facility in San Francisco. In collaboration with the Laborers’ Training Center in San Ramon and Mission Neighborhood Centers of San Francisco, we successfully launched the pilot Bioregional Habitat Restoration Training Program. This project-specific training addresses the need for skilled workers to support the construction and maintenance of biologically sensitive mitigation sites for our Water System Improvement Program. 
The SFPUC partnered with the Operating Engineers’ Local #3 and workforce training providers, such as San Francisco’s CityBuild Academy, to identify and train SFPUC service territory residents for a one-of-a-kind training and job referral opportunity. The two-week, 80-hour course, provided incoming apprentices with the tools and skills needed to participate on site-specific, Heavy Equipment GPS and slope stabilization work for the agency’s WSIP program.
The Northern California Carpenters Regional Council and the SFPUC developed and implemented project-specific formwork and concrete training to help meet project demands for the WSIP’s Calaveras Dam Replacement Project's unique spillway. The new spillway, completed in April 2016, including installation of the spillway bridge, and installation of all the structural concrete walls on the spillway, was accomplished with the help of many skilled apprentices from the surrounding local communities. The training provided additional safety and trade specific certifications which have enabled graduates to advance their skills and their careers.

The Harry Tracy Water Treatment Plant, part of the WSIP’s effort to upgrade its treatment facilities, offered many opportunities for qualified apprentices to gain valuable job experience. Featured in this video, is the Training Partnership with San Mateo County’s JobTrain Project Build and San Francisco County’s CityBuild Academy. Four outstanding graduates and current Kiewit employees share their experience of professional development while working on this one-of-a-kind major capital project.
The SFPUC received the 2013 Employer Champion Award at JobTrain's 29th Annual Breakfast of Champions event on the morning of Friday, May 3, 2013 for their efforts in the hiring of 96 graduates from JobTrain's Project Build (construction) and Laborer's Apprenticeship classes over the last few years. Emilio Cruz accepts the award on behalf of the SFPUC. This year our Water System Improvement Program (WSIP) is celebrating its 10th anniversary! As the largest infrastructure project we have ever undertaken, and one of the largest in the nation, the WSIP is composed of 83 projects to upgrade, repair and replace our aging water infrastructure. Currently at 80% complete, the WSIP has employed 11,000 workers since 2007, and the program has repaired or replaced more than 280 miles of pipeline, so far.
